This is a beautiful specimen of metallic beetle! Unfortunately (or fortunately is more appropriate in this case), it is not an Emerald Ash Borer. The EAB is in the Metallic Wood-Boring or Jewel Beetle group, Family Buprestidae. Its body is oblong, almost cone-shaped, with a large blunt head, thorax and anterior section of the abdomen that are equal in width, and elytra that taper almost to a point, posteriorly.
The specimen in this photo is likely a species in the group of Colorful Foliage Ground Beetles. More specifically, it looks to be a species in the Carabidae Family, probably Lebia viridis.

Well spotted, and if I had looked at some pictures of the Emerald Ash Borer it would have been obvious . . . thanks for pointing this out and I have updated the caption. The interesting thing is that every ash tree in the area is dead but I now realize that I have never seen an Emerald Ash Borer.
